What is considered petite in ladies clothing ?

What inside leg measurement and below (in ladies clothing) is considered to be petite ? It is not for myself. It is to describe a pair of trousers I want to sell. So if you are 5'4", what inside leg measurement would that be ?

1. Petite is for women who are shorter than average (sometimes average), petite is another word for small also. I would go shopping and just try on the pants to see for yourself! Good luck! Massie
2. Shorter than average, or women under 5'4, most of the time. It probably depends on the specific manufacturer, but that is what I have seen on most designers. I happen to be petite.
