1. It looks like the 1930's or 1940's to me. The 1940's look is coming back into popular fashion these days, but not on that scale. Most young women won't wear something like that because it has a very boxy cut and the look for the past twenty years has been to accentuate curves in one way or another. If you find a girl who will work that style for you then you've found yourself a keeper.
2. I really like gowns from the 30s to the 50s, and I agree with the previous poster on the era.
