why do Females wear revealing clothes? Only ladies answer..?

Guys love to stare at female boobs and when they do, the ladies complain as sexual harassment, Then why do ladies wear revealing clothes when they have a problem with guys staring at their boobs. Is boobs not a private part to be kept hidden and private?
